POSITION SUMMARY: Senior Database Administrator
Designs and builds complex relational databases, data warehouses and data marts. Works with technical users, application developers as well as end users to understand business requirements and identify data solutions. Develops strategies for data acquisition, archival/recovery, and enterprise level database implementation. Works in conjunction with and may provide leadership and direction to a team of data analysts and developers to meet technical requirements. Must also have in-depth expertise with data security, storage solutions, database virtualization and replication as well as other complex technical tools and solutions.
Designs, develops, implements, and maintains health care application systems to support business processes within the organization using modern database technologies. The candidate works with users, data analysts and developers to understand, to define and to clarify business process and database solutions to support those processes.
Responsible for creating and maintaining routine reports and for ad hoc analyses as required by the business. The candidate will need to understand the end-to-end business data cycle including the software applications which the business uses, how data is transformed in the enterprise data warehouse and ultimately how it is reported and used as feedback to the business.
Responsible for creating physical database tables, typically from designs provided by the database analyst, data architect or data modeler. Administers and controls an organization’s data resources, including multiple relational databases and servers. Performs physical database design, works with system administrators and uses data dictionary software packages to ensure data integrity and security.
ESSENTIAL DUTIES & RESPONSIBILITIES
Assess and develop long-term strategic goals for enterprise level databases in conjunction with data owners and department managers;
Work with development services staff to develop database architectures, coding standards, and quality assurance policies and procedures;
Provide backup for the Production Services DBA as needed;
Conduct research and make recommendations on database products, services, protocols, and standards in support of procurement and development efforts;
Create physical and logical models for new database development and/or changes to existing ones;
Install and configure relevant network components to ensure database access as well as database consistency and integrity;
Respond to and resolve database access and performance issues;
Monitor database system details within the database, including stored procedures and execution time, and implement efficiency improvements;
Monitor and optimize physical data storage for database systems;
Plan and coordinate data migrations between systems;
Adhere to and maintain change control and testing processes for modifications to databases;
Create, or support creation of, required reports in response to business user needs;
Assist in database security audits;
Establish appropriate end-user database access control levels, using role-based security and OS-authentication;
Develop routines for end users to facilitate best practices database use;
Manage and/or provide guidance to junior members of the team;
Analyze, chart data and process flows, and write programs to effect revisions or enhancements to existing programs or sub-systems;
Define and document end-user business and reporting requirements;
Review, manage, and resolve simple to highly complex problems involving one or more systems or functions;
Conduct analysis of alternatives and develop recommendations;
Prepare test data, develop test plans, test programs or enhancements, evaluate results and makes program corrections when necessary;
Provide information for design interfaces between sub-systems where existing programs have been revised or new programs developed;
Prepares new and update current database and data warehouse user procedures.
CORE COMPETENCIES / KNOWLEDGE & SKILL REQUIREMENTS
Strong technical experience with designing, building, installing, configuring and supporting database servers, databases and automation objects in the Microsoft SQL Server family (2000, 2005, 2008, Standard, Enterprise, etc.);
Hands on experience with SQL Agent, SSRS, SSIS, SSAS, SQL Profiler and DTS;
Strong understanding of database structures, theories, principles, and practices;
Hands-on database tuning and troubleshooting experience;
Demonstrated experience with data processing flowcharting techniques;
Good Project management experience;
Strong analytical skills including the ability to solve problems in a systematic, logical, and effective way, using well-defined processes and methods;
Demonstrated skills using reporting tools and languages such as SSRS, SSAS, Crystal Reports, MS Excel and other data analysis tools;
Mastery of T-SQL concepts must be sufficient to filter, aggregate, and format data using SQL only;
Must show demonstrated experience with creating the full complement of native SQL Server objects (tables, keys, indexes, constraints, views, stored procedures, table-based UDFs, scalar-based UDFs and schemas, etc.);
Expert programming skills in T-SQL are required and will be thoroughly evaluated;
Mastery of SQL Server system metadata and how to leverage in building solutions;
Ability to distinguish set-based versus cursor-based solution approaches, with a bias towards operating on data with a set-based methodology;
Solid programming skills in Visual C# and ADO.NET are required;
Experience with CLR extended stored procedures;
Experience with native SQL XML capabilities;
Demonstrated understanding of end-to-end data cycle including data acquisition from transactional systems, extract and transformation into the analytic environment and creation of data warehouses and data marts;
Ability to present orally and in writing report specifications, research analysis, statistical and database concepts in a clear, understandable manner with confidence to both technical and non-technical audiences;
Strong knowledge of managed health care systems and health care terminology (claims, membership, utilization, and encounter data) is highly preferred;
Ability and eagerness to gain a keen understanding of the organizations goals and objectives;
Knowledge of applicable HIPAA data privacy practices and laws;
Exceptional organizational and time management skills, with an ability to independently manage projects in a detail-oriented fashion;
Advanced analytical skills and problem solving skills with the ability to formulate and communicate recommendations for improvement;
Strong general computer skills including Microsoft Office and Windows/XP environment is required;
Knowledge and application of English grammar including composition, editing and proofreading skills.
EDUCATION, EXPERIENCE & TRAINING REQUIRED
Bachelors degree from an accredited institution.
7-10 years as a DBA and 5-7 years of database-specific programming experience.
Certified DBA preferred (MCSD, MCSE, etc.)
PC literacy required; MSOffice skills (Outlook, Word, Excel, PowerPoint)
