Position Description

The Science, Technology, Engineering and Mathematics (STEM) program at WestEd is seeking an experienced senior developer with a range of programming experiences within the educational environment to lead the development of web-based software on different educational research projects. The Senior Research Programmer will work as part of a close-knit team of content experts, artists, cognitive scientists and measurement experts to quickly build applications that have immediate and significant value to students and teachers and to the larger education community. In particular, this position will support ongoing research and development efforts within the program focused on the creating suites of online simulation-based science assessments at various grade levels and in a new project to integrate assessments of student learning into a virtual chemistry lab. The Senior Research Programmer will work with researchers to ensure successful deployment of the applications for field-based research. The position will support future projects as they are funded and, as necessary, will recruit and supervise additional developers under consultant contracts.

The position will be located in either our Redwood City, CA or Oakland, CA Office.

Responsibilities

* Work directly with WestEd’s STEM staff to gain a strong understanding of the problem domain, to analyze and propose innovative solutions and best approaches, and to build and iteratively refine the applications.

This position will be located in Silver Spring, MD.

The NOAA/NOS/Center for Operational Oceanographic Products and Services (CO-OPS- http://tidesandcurrents.noaa.gov/index.shtml) maintains a network of over 250 continuously operating water level stations around the coast of the U.S. and in the Great Lakes. This network of stations is known as the National Water Level Observation Network (NWLON). The information collected by the NWLON is made available in near real-time via the Internet at http://tidesandcurrents.noaa.gov. A wide variety of users utilize this information to support navigation safety, storm surge/tsunami warnings, hazardous spill response, search and rescue, coastal construction design, marine boundaries, and numerous other applications.

The Operational Engineering Team (OET), in concert with the CO-OPS Field Operations Division (FOD), is responsible for the operation and direction of the National Water Level Observation Network (NWLON) through the development and issuance of annual project instructions, standard operating procedures, and standardized processes and procedures to guide the operation, maintenance, and configuration control of water level, current, and related oceanographic and meteorological systems in support of NOAA’s mission. Supporting activities include the development of engineering design specifications for oceanographic systems and the direction of the engineering operation of such systems for FOD; coordination of QA/QC with the CO-OPS Oceanography Division (OD); preparation and monitoring of cooperative agreements, technology transfer agreements, and work plans with local, state, and Federal agencies; preparation and administration of contracts; daily operational coordination and support to Coast Survey hydrographic field parties; and technical consultation.

Duties:

• Prepare and collate information for entry and performing quality control checks on the data after entry. Some work requires file management procedures in a DOS working environment. Data sources will be hard copy forms and data sheets derived from the field and the office, as well as digital files.

• Process and analyze tide, water level, and current data using established SOPs and computer programs. This will include computing tidal datums and determine tidal bench mark elevations and their relationship to geodetic datums.

• Enter data and information into Windows data base management systems using a PC workstation and various user interfaces including EXCEL and POWERBUILDER.
• Using established procedures, publish tidal bench mark sheets to support the maintenance of the NWLON and other water level stations as directed.

• Support the development, testing, and evaluation of oceanographic sensors and systems.
• Prepare system drawings using AutoCad based on information provided by OET staff.

Requirements:

• Bachelor’s degree in engineering, earth science, marine science (physical oceanography) or other related field.
• One- two years of experience with data management and/or analysis
• Ability to work well individually and as part of a team.

• Detail oriented, well- organized, and ability to multitask.

• Quick-learner able to quickly apply basic knowledge to new data systems

• Proficient in using a desktop computer

Software Quality Assurance Manager
San Diego, CA

SNEI is looking for a Software Quality Assurance Manager to manage the quality assurance group focused on testing for Production Engineering and Database Services (including Business Intelligence and Financial Reporting). The ideal candidate will have 5+ years of direct hands-on quality assurance experience in a software development environment. They must have experience managing a quality assurance organization and overseeing the development of testing strategies and policies. This experience should involve black box, white box and software automation testing. In addition, they should command a solid understanding of software quality assurance aspects including the methodologies and terminology.

Primary Responsibilities:
Direct all activities and operations related to quality assurance for the Production Engineering and Database Services groups
Supervise and coordinate current QA personnel and recruit new personnel to provide technical and efficient service to the organization
Promote and guide team with various automation strategies
Plan and conduct employee performance reviews and aid in staff development
Participate in the software delivery process (primarily hot fixes, production issues, line verification, minor enhancements, Business Intelligence, Financial Reporting) by reviewing functional and design specifications, develop and review test cases, produce schedules and assignments for the team, coordinate efforts and communication with the developers and other team members to ensure resolution of defects, and manage/triage defects in the bug tracking system
Represent quality assurance for our world-wide partners and SNEI management to review, prioritize and resolve production issues
Coordinate with other divisions in QA to utilize automation scripts including white box scripting and functional automation scripts
Ensure that products meet or exceed the quality standards by applying knowledge of quality assurance standards and procedures
Engage with the SNEI management team to define/refine processes throughout the software development lifecycle

Requirements:
Four-year technical degree or equivalent work experience
5+ years recent experience in software quality assurance with over 2 years experience managing a quality assurance team
Understanding of the entire development process, including specification, documentation and quality assurance
Strong technical and analytical skills in software development, business intelligence principles and team management
Good managerial and leadership skills in various areas including problem solving, budgeting, planning, staff motivation and goal setting
Excellent verbal and written communication skills
Flexible schedule to accommodate a 24/7 production environment

Database: Oracle, DB2, MSSQL Server 2000, SQL, PL/SQL
Reporting Tools: Cognos or MicroStrategy
Web and/or Application Servers: Apache HTTP Server, Tomcat
Operating Systems: Windows and/or UNIX

Job Responsibilities

• Help coordinate the quality and testing effort across multiple Scrum Teams and/or products

• Excellent problem-solving skills, including isolating bugs in complex code

• Detail-oriented and deadline-driven – must have constant attention to detail

• Strong verbal, written, and interpersonal communication skills required

• Willingness to thrive and succeed in a fast-paced, dynamic environment

Desired skills and experience

• Experience working in agile/iterative product lifecycle a plus
